Nicola Procaccini (born 21 January 1976) is an Italian politician who has served as a Member of the European Parliament (MEP) since 2019.[1] He is a member of Brothers of Italy (FdI). Procaccini previously held the mayorship of Terracina twice, from 2011 to 2015 and from 2016 to 2019.

In March 2024, Procaccini was one of twenty MEPs to be given a "Rising Star" award at The Parliament Magazine's annual MEP Awards.[2]

Biography[edit]

Born in Rome on January 21, 1976, the son of the politician and Forza Italia deputy Maria Burani Procaccini, he graduated from the "Leonardo da Vinci" classical high school in Terracina, where he began his political activity, and earned a law degree from the Sapienza University of Rome with a thesis in administrative law.

Active in the Youth Front, the youth organization of the Italian Social Movement-National Right, he later joined Youth Action (Azione Giovani – AG), the youth organization of the National Alliance (Azione Nazionale – AN), where he became a national leader.

His political activity during his university years was split between university organizations and his election as a municipal councilor of Terracina (1997-2001), at only 21 years old, where he served in the opposition.

He worked in the parliamentary press office at the Chamber of Deputies from 2001 to 2008, as a foreign policy columnist at the newspaper L'Indipendente, and as deputy editor-in-chief of the newspaper Liberal.

In AG, a close collaboration with Giorgia Meloni, then the president of the youth organization, emerged, whereby he acted as spokesperson, as vice president of the Chamber of Deputies during the XV legislature, and Minister for Youth in the fourth government led by Silvio Berlusconi.

Mayor of Terracina[edit]

In the 2011 Italian local elections in Lazio, he ran for mayor of Terracina, supported by the PdL, UdC, Italian Republican Party, La Destra led by Francesco Storace, and a civic list called "Mayor Nicola Procaccini", emerging as the top candidate in the first round with 44.78% of the votes, advancing to the runoff against Gianfranco Sciscione (civic candidate) who had 21.71%. Procaccini was elected with 52.86% against Sciscione's 47.14%, leaving his position as spokesman. In 2011, he joined the People of Freedom party, but switched to Brothers of Italy in 2013.

On May 6, 2015, Procaccini was removed from his position as mayor of Terracina following the resignation of 13 municipal councilors who had voted no confidence in him.

In 2016, Procaccini ran again for mayor and in the first round received 36.55% of the vote, against 30% for his opponent Gianluca Corradini, advancing to the runoff. On June 21, he was re-elected mayor of Terracina with 63.09% of the vote, against 36.91% for his opponent.

In 2018, he became a member of the National Assembly of the Brothers of Italy.

European Parliament[edit]

In the 2019 European elections, he ran on the Brothers of Italy party list in the Central Italy constituency, receiving 45,331 preference votes and becoming the first unelected candidate. However, he was elected to the European Parliament after Giorgia Meloni declined her seat.

At the European Parliament, since February 14, 2023, he has been the Co-President of the group of European Conservatives and Reformists Group (ECR)[3], and since January 26, 2022, he has been a member of the ENVI Committee - Environment, Public Health, and Food Safety, the most attended committee in the entire hemicycle. He has been a member of the LIBE Committee - Civil Liberties, Justice, and Home Affairs, where he served as the coordinator for the Group of European Conservatives and Reformists (ECR). He is a substitute member of the Committee on Agriculture and Rural Development. Since October 2020, he has held the position of President of the Delegation for relations with the countries of South Asia.[4]

In the 2024 European elections, Procaccini was re-nominated in the second position for the Central constituency, behind the lead candidate Meloni.[5]
